Why doesnt Michael Phelps race in the 100m freestyle in the olympics?

I was wondering why he wasnt racing in the 100m freestlye when he doesnt have any race on thursday( the 100m freestlye final day) and he holds the record for the fastest time within the USA for a 100m freestyle race
