Why is my cat peeing in the floor?

I have a male cat that is about 5 yrs old. Over the past 3 years he has started peeing in the floor. He only pees in certain areas. He will even go right beside his litter box and pee in the floor. He has used the same litter since he was a kitten. He also loves water. I have used Cat Attract litter additive, and Feliway diffuser's and he will even go and pee right under the diffuser. I do have a carpet shampooer, but that doesn't help much. Please help, he is ruing my new house. Oh, and he is neutered.
